Thanks to its one-child policy, China has shrunken its demographic inputs for the last 30 years, while the share of its elderly population held steady. But from here on out, far more elders will be disgorged from the working-age cohort than those replaced on the front end, meaning China&#8217;s worker-to-dependent ratio will fall &#8212; and keep falling through at least mid-century. By 2050, China will have more retirees than America will have people. As far as unfunded mandates go, that&#8217;s one King Kong-sized monster.</p>
<p>More generally, understand that China&#8217;s emerging economy is just coming upon its greatest stress test, otherwise known as the shift from extensive to intensive growth. When it comes to catching up to advanced economies by copying their well-worn developmental pathways, single-party states can &#8212; under the right conditions &#8212; most definitely outperform sloppy democracies.</p>

<p>TOPEKA, Kan. (AP) &#8212; Invoking the name of James Madison and brandishing copies of the U.S. Constitution, hundreds of Kansas residents vowed Friday to take their country back.</p>
<p>They are upset by what they see as a century of the federal government usurping the rights of states through mandates and extortion. Two prime examples cited during rallies were the pending health care reform legislation and the federal stimulus package that sent millions of dollars to states, with strings attached.</p>

<p>In the end, however, the United States is exceptional and will not melt into any larger or global union; it will simply become less able to protect itself and its constitutional decision-making system. That is clearly where our first post-American president&#8217;s policies will take us.</p>

			<content:encoded><![CDATA[<p>That may have been true a few years ago, but it is no longer the case. Very quietly, China has become the world&#8217;s second-largest producer of scientific knowledge, surpassed only by the US, a status it has achieved at an awe-inspiring rate. If it continues on its current trajectory China will overtake the US before 2020 and the world will look very different as a result. The historical scientific dominance of North America and Europe will have to adjust to a new world order.<span id="more-448"></span></p>
<p>In the west, we are largely familiar with research systems in which money, people and output stay roughly the same from year to year. Research spending in Europe and North America has outpaced economic growth since 1945, but not by a dramatic amount.</p>
<p>Not so with China.</p>

This would permit an increasingly cash-strapped Washington to gradually devolve some of its more costly responsibilities to other states and international institutions while retaining its &#8220;indispensable&#8221; status.<span id="more-333"></span></p>
<p>They see Obama&#8217;s championship of the G20, which he hosted at the Pittsburgh Summit in September, as the replacement for the G8 – as well as the last-minute deal he crafted in Copenhagen with China, India, Brazil and South Africa – as indicative of his vision for a new world order.</p>

But, as Richard Haass noticed, &#8220;This is not all bad news for the United States: the United States still retains more capacity than any other actor to improve the quality of the international system and Washington can still manage the transition and make the world a safer place.&#8221;</p>
<p>The challenge for the United States, however, is to understand the limits of America&#8217;s reach and to embed America&#8217;s hard power in a new form of &#8220;soft<span id="more-313"></span> power&#8221; leadership. President Obama seems to have come to grasp with the essence of this emerging new world order &#8212; that was perhaps why he was able to pull off what was possibly the only sensible deal in Copenhagen by working in tandem with the Chinese, Brazilian, Indian and South African leaders.</p>
