But their strongest words are reserved for China, accused of a refusal to accept anything touching on its sovereignty and of secretly inciting small, poor allies to obstruct a deal. <span id="more-720"></span></p>
<p>American officials say the summit came too soon. They complain that the Europeans thought they could bounce Mr Obama into binding emissions caps that Congress was not willing to approve. Senior Chinese analysts say that European threats of border tariffs on Chinese goods fuelled a sense that the rich world was out to “get China” and tax its growth.</p>

			<content:encoded><![CDATA[<p>The theme of this year’s World Economic Forum meeting in Davos is undeniably ambitious: “Improve the State of the World: Rethink, Redesign, Rebuild.” Such aspirations reflect the timing of this year’s event, as economies around the world look to rebuild confidence after the global financial crisis. I look forward to the Davos sessions, but, whatever the outcomes, it is clear that the rebalancing of global leadership towards the East will be a key trend.<span id="more-688"></span></p>
<p>In the 1960s, even the most optimistic would have found it hard to imagine Asia’s achievements of recent years. In his book Asian Drama, Gunner Myrdal, the Nobel Prize-winner, could find no cause to be positive about Asia’s prospects.</p>
<p>The transformation since then has been nothing short of extraordinary.</p>

After years of being lectured about the virtues of free markets and financial deregulation, Mr Wen turned the table on his hosts, lacerating the west for bringing the world to the brink of crisis with lax oversight, profligate fiscal policy and the “blind pursuit of profit”. Together with Vladimir Putin, Russia’s then-buoyant prime minister, he used Davos to send a message about the crumbling state of the old order and the shift to something new.<span id="more-684"></span></p>
<p>A year later, a lot has happened. China has, if anything, performed even better than predicted, though doubts remain about the sustainability of its investment-led growth, supercharged with massive government spending and directed bank lending.</p>

Much of the wealth created in China during the last 30 years has ended up in the US, leaving China in an extended state of capital shortage despite being the largest holder of foreign reserves in the world. When it comes to consumer power and environmental pollution, China is only the kitchen; the dining room is in the US. In a new world economic order, China should move the dining room back inside China.<span id="more-504"></span> </p>
<p>The global economy is a comprehensive and complex system of which trade is only one sector. Yet economists and policy-makers promoting neo-liberal globalization tend to view trade as the entire global economy itself, downplaying the importance of non-trade-related domestic development.</p>

			<content:encoded><![CDATA[<p>That may have been true a few years ago, but it is no longer the case. Very quietly, China has become the world&#8217;s second-largest producer of scientific knowledge, surpassed only by the US, a status it has achieved at an awe-inspiring rate. If it continues on its current trajectory China will overtake the US before 2020 and the world will look very different as a result. The historical scientific dominance of North America and Europe will have to adjust to a new world order.<span id="more-448"></span></p>
<p>In the west, we are largely familiar with research systems in which money, people and output stay roughly the same from year to year. Research spending in Europe and North America has outpaced economic growth since 1945, but not by a dramatic amount.</p>
<p>Not so with China.</p>

<p>&#8220;Korea has now steered itself away from an Asian periphery to the center of the world,&#8221; Lee said during a new conference later in that month.<span id="more-327"></span></p>
<p>After a century of struggles, the world&#8217;s poorest country has emerged as the world&#8217;s 13th-largest economy. Korea surmounted the imperial yoke and a succession of dictatorship and transformed itself into a vibrant democracy.</p>
<p>But many of the nation&#8217;s institutions, practices and culture lag behind the condensed modernization.</p>

In 2007, Shaikh was convicted by Chinese officials of smuggling drugs in a suitcase from nearby Tajikstan. The father of three denied any knowledge of the four kilograms of heroin found in luggage reportedly belonging to Shaikh.<span id="more-321"></span></p>
<p>Under Chinese law, possession of more than 50 grams of heroin is punishable by execution. The decision to execute Shaikh was reached by Chinese authorities after a thirty-minute trial.</p>
<p>Shaikh&#8217;s execution strikes a blow to two years worth of efforts in which the family of the man as well as British diplomats attempted to have the decision reversed. Members of the Foreign Office had met with officials at the Chinese Embassy in London over the past several weeks to reach a diplomatic agreement regarding the handling of Shaikh by Chinese authorities in the communist state.</p>

<p>One is impressed immediately by the sense of national harmony&#8230;. Whatever the price of the Chinese Revolution, it has obviously succeeded &#8230; in fostering high morale and community purpose. General social and economic progress is no less impressive&#8230;. The enormous social advances of China have benefited greatly form the singleness of ideology and purpose&#8230;. The social experiment in China under Chairman Mao&#8217;s leadership is one of the most important and successful in history.</p>
<p>The John Birch Society and its members are not the ones calling for the New World Order. The JBS didn’t make the name up, either. That would be the responsibility of those who are pushing for it.<span id="more-309"></span></p>
<p>But don&#8217;t expect to find a reasoned treatment of the subject matter on the Rachel Maddow show or any other major media outlet.</p>
<p><strong>It&#8217;s not politically correct.</strong></p>

			<content:encoded><![CDATA[<p>To believe that China is the next superpower, it’s also necessary to assume that China’s super-charged economic growth will continue. Unfortunately, relying on any country’s past performance to predict its future prospects is a risky proposition. China’s stunning economic growth performance since 1979 notwithstanding, its ability to sustain the same level of growth is by no means assured. In fact, the likelihood that China’s growth will slow down significantly in the next two decades is real and even substantial.</p>
<p>Several favourable structural factors, such as the demographic dividend (derived from a relatively younger population), virtually unlimited access to the global markets, high savings rates and discounted environmental costs, will gradually disappear.<span id="more-241"></span></p>
<p>Like Japan, China is becoming an ageing society, due in no small part to the effectiveness of the government’s stringent one-child policy (which limits urban families to a single child).  The share of the population 60 years and above will be 17 percent by 2020, and this ageing will increase healthcare and pension costs while reducing savings and investments. Although the exact magnitude of the reduction in the savings and the increase in healthcare and pension spending is uncertain, their combined negative effects on economic growth could be substantial.</p>

<p>There were 192 countries and 120 heads of government in the room at Copenhagen, but in the end there were only two at the table, the United States and China. Welcome to the new world order.</p>
<p>Since the fall of the Soviet Union in 1991, there has been one superpower,<span id="more-128"></span> the U.S. Now there are two, as became abundantly clear in the chaotic closing day of the climate- change conference.</p>
<p>At that, Barack Obama was snubbed by the Chinese premier, Wen Jiabao. And then the U.S. was snookered by the Chinese.</p>
